These are likely intended as substitutes for the oil deposits underwater since there aren't large bodies of water on that map. Part 2 and lost island. Oil pumps need to be placed on top of oil veins that can be found in the low desert and badlands locations of scorched earth.

Ark Scorched Earth Oil Locations Pumps Eventually Stop Producing Oil And Need To Be Replaced.
Oil veins are a strategic resource in ark:survival evolved. Since ragnarok was a map created post scorched earth, and the makers decided to add them, it is currently the only official map outside of scorched earth that has such spots. Scorched earth is the first paid dlc expansion pack for ark:
